know how To Search Google Effectively?















Friends,


I was asked by my friend to teach him how to search Google and also informed Google training course is available.



There are no secrets in effective use of Google search.



All you need is specialization in the subject you are searching and resolve to find the best document in the files available. I also have excellent technical expertise as well as mental mathematical skills.



Example of how I proceeded to unravel BSES Loot.



1. I found in ET in 2002 that BSES earned over Rs.500 crores profit and Tata Electric Power around Rs.280 crores.



2. I went to CAFة and found out it to be true. And made a petition.



3. In April2003, I got a PC and net connection. My first petition based on Google cum Internet Search is attached.



4. Going through Annual Performance chart of BSES I noticed BSES declared sales of 541 crore units in 2001 in serving almost 1 crore people.



[I was instantly exited. A per capita consumption of only 541 units/head/ year almost similar to National average!!!!! ]



A lightening strike of evidence of massive BSES under declaring of sales- obviously BSES area has many industries and commercial consumers, even slums have electric connection. I spent two weeks in 2000 in Mumbai so I knew it]



5. Then I downloaded Annual Reports and Profit and Loss statements.



6. I found BSES purchased Rs.1005 crores worth electricity and also purchased fuel worth Rs.394 crores. Quick calculation derived from these were purchase of 600 crore units and own generation of 400 crores units = 1000 crore units. Accounting for 11% losses pointing to 400 crore units Loot.



7. But for PIL I required accurate and credible figures.



8. I then downloaded AR and directors report of BSES and found BSES own generation to be 362 crore units.



9. Next step was to search MERC orders that will give rate of electricity purchase. Search of MERC orders where BSES/ TEP/ MSEB were parties were searched. In both order nos. 13 and 14 disclosed rate of purchase as Rs.1.77/- per unit. And in fact TATA wanted to supply directly to bulk consumers at about Rs.190/- but BSES opposed it.



10. Calculations as given in the PIL of 2003, 930 crore units were available for sale but BSES declared sale of 541 crores only. But it gave figure of 11% T&D losses. Therefore BSES under declare sale of 320 crore units. Annual loot arrived at was Rs.1827 crores.



11. BSES subsequently admitted that generation cost at Dhahanu and average purchase from TATA is Rs.1.50/- per unit only and average billing rate was Rs.4/- approx. So it was making Rs. 1860 crores annual profit from Mumbai consumers.



12 In above two paras I have not accounted for inflating of billings of materials purchased which too appeared to be substantial in some hundered crores.



Conclusions;



Google only help in accessing some vital files, it is skills and determination of the person that results in useful and effective search.



Tips;



Search is not completed in a day when project is large and complicated and crooks like Ambanis go on deleting files and links.



Save all-important files searched in folders to maintain continuous link and to protect your self against litigation.



Ambanis have not been able to or dare not think of any defamation case even though I have written so much is because they know my information is accurate and I have the entire material ready against them.

1(a) It is most disgraceful for this country / misfortune of our people that Mr.Suresh Prabhu was incharge of Rs.8,00,000/ - crores loot programme as MoP and now in charge of Rs.5,35,000/ - crores River Linking Project, though a C.A., is in fact a Nalayak and he promoted Mr. R.V. Shahi, a thug, who was chairman BSES for 5 years. Simple calculations shall uncover their gross incompetence & loot.




1(b) NTPC sold 13,319 crore units in 2001-02 and its fuel cost was Rs.10,399 crores and cost of sales was Rs12,451 crores. Therefore, generation cost was Rs.0.93 per unit (.12451/ 13,319). And fuel cost Rs0.78p/unit only.




DOUBLE SIDED ROBBERY



Honourable Apex Court may please take note that consumers are charged average Rs.2/- to Rs.4/- per unit for various categories by SEBs and government is also robbed by generating red balance sheets or losses running into thousands of crore rupees.




FOR EVERY 1 UNIT BILLED, 1 UNIT IS SWINDLED BY CORRUPT



(When I hear or read at seminars or websites that NTPC charges Rs.1.50/-unit for electricity – it makes substantial profits at this rate – instantly I always concluded – Generation cost to be around Rs.1/- and fuel cost around Rs.0.50 paise/unit. But through lies/mischief West Bengal Electricity Regulator approved Rs.3.90 / unit as average tariff and recently proposed hikes shall make it Rs.5.10/unit in 2 years – In between the Apex Court was also misled and it endorsed petition of thugs. (Fuel cost of MSEB is Rs.0.86 / unit, BSES – Rs.1.08 and in coalmining states could be only Rs.0.50 per unit. Generation cost of NPTC is Rs.0.93 /unit. )



1(c) In MoP document Blue Print For Power Sector Development Chapter Augmenting Transmission Capability readsThe total installed capacity of the Eastern Region is 15,000 MW (Out of which NTPC contributes 3900 MW) whereas peak load is 6500-7500 MW and off-peak load is 4000-4500 MW…. .With the above concerted efforts energy exchange from Eastern Region has increased to the tune of 6790 MU in 2000-2001 as against 5,500 MU in 1999-2000 registering growth of 23%. However total transfer is only 1100 MW is possible currently. Inter-regional links to increase the transfer to 4400 MW in short run involving an investment of Rs.17,600 crores were proposed. NTPC project can meet most of the demand of the region, its better to shut down non performing units than exploit and overcharge consumers. But MoP is responsible for excess capacity in first place.



For the above Mr.R.V.Shahi and Mr.S.Prabhu both deserve World s best NALAYAK AWARDS , Mr. R.V.Shahi was director of Power Grid Corp. also for 3 years. Firstly MoP spent Rs.20,000/- crores more than required and now proposed Rs.17,600 crores on power grid to transmit energy to distant places.



(For over 20 years this petitioner has advised the Govt. against scandalous practices. 1% consultation charge will save $150 bn. In 10 years, $1.5 bn is merely a fraction of loot in power sector from just one or two bunglings)




1(d) Hydro Power installed Capacity in India increased by 7,000 MW in 10 years but even in normal monsoon year to normal monsoon year, generation has gone up by only 300 crores units (342 MW average) when investment could be well in excess of Rs.50,000 crores by Central Govt, State Govts. And Private Companies – GROSSEST FAILURE OR LOOT – UNDER RECORDING OF GENERATION TO SUPPLY UNBILLED ELECTRICITY. (7% capacity addition but only 0.6% generation of all India installed capacity / generation) (Copy D-1&2)




1(e) Apex Court may also take serious note of the fact that Web Sites of Pubic Organizations are so designed that common man cannot access them. 56 pages document of Power Grid Corp. takes 4.5 MB space, which a normal Internet connection may take over an 1 hour to down load. PSEB web site of about 20 pages has more than 15 folders. And format in most cases is difficult to copy due to Colour Back Ground and blinking display - printer versions are not provided. (More folders and big files mean more bills, more corruption.)



Even the electricity Bill passed by the Lok Sabha / Rajya Sabha is not available in detail on websites of MOP even today – This illustrates the dubious conduct of the Govt. and there is no public participation in lawmaking exercise in our democracy.




R.V.SHAHI S LOOT IN BSES




2(a) As population in BSES license area went up by 30% in 5 years since R.V.Shahi took over, connections were up by 23%, peak load, connected load, transmission lines, transformers capacity - all went up in 20% - 30% range but unit sold declined by 2% or over 30% fall in per capita consumption. (D-4,6) But still revenue from Electricity sold was up by 50% when electricity purchase cost was Rs.1.77 per unit (D-3) fixed since 1997 (MERC order 13/2002 page 4).



Obviously consumers were exploited RUTHLESSLY – more connections and stagnant sales means units shall be charged at lower slabs, therefore, consumers were virtually robbed every second of the day. But Suresh Prabhu awarded Mr.R.V. Shahi – the master thug – Best Power Man of the Millennium Award . (D-7)



2(b) Energy sales by BSES in 2000-01 were 5415 MU but own generation was 3621 MU. Now cost of energy purchased was Rs.1005 crores and rate of purchased discovered in MERC order 13/2002 was Rs.1.77 therefore units purchased were 5678 MU. Available units = 5678 + 3621say 9300 MU. (D- 3,4&5). (More evidence in petition to the P.M. dt. 30-3-2003 enclosed.)




Losses– 42% (3885/9300) + BSES made profit of Rs. 547 crores.




2(c) When electricity billed was 5415 MU and losses @11% - input required was



6100 MU i.e. BSES SWINDLED= 3200 MU @ Rs.4/-



= Rs.1280 crores + Rs.547 crores profit.

GOONDA LICENCE TO BSES / AWARD TO THUGS



2(d) While chief thug Mr. R.V.Shahi was awarded The Best Power man Of The Millennium even MEGA acts of robbery and loot by MoP executives are referred to as VIGILANCE ACTIVITY / DISCIPLINARY CASES . (Annual Report, Mop. Chapter 13 – Cases are referred to UPSC, instead of CBI.)




BSES, even without Goonda Licence, to intrude into homes of consumers, in Mumbai, conducted 15,344 raids in 2000-01 i.e. over 50 raids per working day or 45 raids per sq.km. of licenced area in Mr. R.V.Shahi s last year with B.S.E.S. and detected only 2.9 crore units of theft as per BSES calculations which are based on maximum estimates – less than 0.3%, actual may be 1 crores units or less than 0.1% (1 crore units out of 930 crore units). (This also explains why he is Nalayak and Master Thug)




Loot of Rs.1827 crores / year does not even fall under Vigilance Activity --- CBI, EOW, SEBI, CAG, STATE POLICE, PARLIAMENT S COMMITTEES, I.T., M.O.F., STATE ASSEMBLY, PRESS, CHAMBERS OF INDUSTRY ARE YET TO WAKE UP– EVEN AFTER MY COMPLAINTS OF 30 MARCH 2003 AND EARLIER.





DOUBLE CHARGING FIXED COST




2(d). In Order 7 / 2000, MERC allowed MSEB to charge STANDBY charges to TEC who transferred a part of it to BSES. It was Accounting Scandal – Double Charging Fixed Cost – when BSES purchased electricity worth of Rs.1,005 crores from TEC at Rs.1.77 --- fuel cost in MSEB plants, as per its filings, is only Rs.0.83 per unit, (Rs.1.08 paise for BSES units) – fixed cost was already BUILT INTO Rs.1.77 per unitMERC allowed standby charge of Rs.112 crores – on examination standby charge is also fixed cost. As given in para 1(a) NTPC fixed cost + variable is Rs.0.94 / units, TEC rate was almost double and on top of that Fixed cost was again charged as stand by cost .





SHARE HOLDERS 2%, STAFF 4%


2(e) BSES paid only 2% of its turnover as dividend to shareholders and 4% of the turnover as wages in 2000-01 i.e. Rs.61 crores and Rs.110 crores approx. excluding wages of executives respectively.

(3) PSEB – Even in Punjab which is the most intensely cultivated and irrigate state in the world connected load of tubewells is only 20% presently whereas only marginal increase in area under Tubewell Irrigation was recorded since 1988 – as per enclosed Annexure A when tubewell load was 1,728 MW against 3,329 MW today which could have been under 1,000 MW but for the sabotage of energy saving project to manufacture high efficiency pumpsets, by Mr.S.K. Anand (Member) PSEB in 1991, tubewell load could have been only 6% of 16,088 MW gross connected load.

Rs 20 CRORES LOOT BY A CHIEF ENGINEER ( PSEB)



(5) Vigilance party in Punjab unearthed undeclared wealth from a Chief Engineer of PSEB of over Rs.20 crores on May 28/29,2003. He has properties in 8 cities, each could be worth crores. RV Shahi directed 15,344 raids resulted in detection of 2.9 crore units loss in 2000-01 as per BSES calculation on max. estimates basis but actual could be 1.0 crore unit only. Which when purchased from Tata Electric Power would cost BSES only Rs.1.77 crores as losses in 12 months from 100 lakh consumers. But loot of C.E. is 10 Times annual BSES loss.



ELECTRIC SUBSIDY; Rs.30,000 CRORES = 60 MT. FOODGRAIN



(6). As per MoP document, subsidy to Agriculture is charged at Rs.30,000 crores annualy. Since average price realized by farmers is Rs.500crores /M.T., therefore 30% i.e. 60 MT of farm produce is accounted for subsidy out of say 200 MT national production. But when we consider only 15% of area cultivated is irrigated by tubewells in India, I concluded that the cost of electricity charged to tubewell head exceed income from food production from tubewell irrigated area.



But matter doesn t end here; electricity is supplied for only 5 or 6 hours in a day during peak season. For 150 days in a year, either there is no crop to be irrigated or irrigation is not required. We cannot ignore investment on operation and maintenance of tubewells, which is also substantial. So the figures RV Shahi led MoP. cook up, are 5 to 10 times more than actual or desired. Obviously to continue loot & plunder they will not improve efficiency of tubewells, which as per calculations given in annexure A shall bring down connected load of tubewells in Punjab to 6% from 20%. Energy conservation is also the function of MoP. Tubewells should not be consuming more than 5% electricity on all India basis.

(7) RV Shahi s misconduct is further established by the fact that Consumer Activists , Farmers and Top Professionals were all kept out of decision-making exercise and denied excess to vital documents.



After more than 10 months of persistent effort this petitioner was invited to DERC hearing of June17, 2003 essentially because hon ble Lt. Governor and hon ble CM directed my objections to DERC. But DERC has maliciously barred us from securing copies of the proposals of Discoms. (D-8)



NALAYAK V.K.SOOD- FORGED BILLING COTINUES IN DELHI



(8). It is a national shame that BSES, baby of RV Shahi continue to send forged bills in the heart of national capital within sight of our Parliament, Apex Judiciary, MoP, CERC, CEA and DERC. VK Sood as head of DERC participated in seminars and exhibitions where demonstration was given of On the spot billing . But in any case deficient service of Discoms was encouraged by his neglect when GERC Chairman hon ble Justice S.D. Dave gave firm directions to AEC to attend to consumer complaints immediately. There can be no justification of allowing BSES, in the heart of the national capital, to EXPLOIT CONSUMERS AND TO CONTINUE WITH CORRUPT PRACTICES.



REFORMS ARE NOTHING BUT LEGALISED LOOT AND ACKNOWLEDGEMENT OF GOI FAILURE TO NAIL CORRUPT.



REMEDY;



(a) CAG, CBI, MERC and CERC may be directed to investigate accounting frauds, and overcharging by BSES in MUMBAI and DISCOMS IN Delhi.



(b) CAG, CBI, DERC, and CERC may investigate overcharging


Consumers in West Bengal.



(c) CBI may investigate corruption in the appointment of incompetent/ thug Mr. RV Shahi who helped BSES to loot & plunder in Delhi also.



(d) CAG, CBI, Punjab Vigilance and CERC may investigate loot in Punjab.



(e) CBI to investigate all cases of corruption from Executive Engineer and above ranks to ensure conviction of corrupt officers (thugs).

PSEB LOOT (1998-99 TO 2001-02)



1. When all over India, loot and plunder by arhityas, stock brokers, lottery agents, plantation companies, UTI, Cooperative Bank scams, sattas, middlemen, have combined to FREEZE ECONOMIC GROWTH which is indicated by BSE index, stagnant food production - even in progressive Punjab, support price was marginal and Punjab s procurement agencies paid only a fraction of the MSP price. Industry in Punjab was almost stagnant and in fully electrified Punjab – Consumption against General connections zoomed 37% in just 3 years when connected load was up by only 9.5%.



Even in Most Intensively Irrigated Punjab, presently connected load of tubewells is 20%, almost same area is being irrigated by 60% more tubewells than in 1988 when no. of tubewells were 5,20,915 with 1728 MW load to 3229 MW end 2002 for 850632 nos. tubewells.

2. In 1989-90 onwards for almost 2 years, I tried to improve Tubewell Efficiency but S.K.Anand (Member) sabotaged my innovative project. Efficient tubewells could have reduced load to 1,000 MW level against 3,229 MW presently– 2,229 MW of extra tubewell load is due to Sabotage of S.K Anand who is rewarded / promoted.



3. Honourable C.M. – Please note most of new connections were given to farmers who, due to family split, needed independent connections to irrigate already irrigated land. There must have been some new areas brought under irrigation but equal irrigated area went out of irrigation to farm houses, industry, roads and other activities.

1(c) In MoP document Blue Print For Power Sector Development Chapter Augmenting Transmission Capability readsThe total installed capacity of the Eastern Region is 15,000 MW (Out of which NTPC contributes 3900 MW) whereas peak load is 6500-7500 MW and off-peak load is 4000-4500 MW…. .With the above concerted efforts energy exchange from Eastern Region has increased to the tune of 6790 MU in 2000-2001 as against 5,500 MU in 1999-2000 registering growth of 23%. However total transfer is only 1100 MW is possible currently. Inter-regional links to increase the transfer to 4400 MW in short run involving an investment of Rs.17,600 crores were proposed. NTPC project can meet most of the demand of the region, its better to shut down non performing units than exploit and overcharge consumers. But MoP is responsible for excess capacity in first place.



For the above Mr.R.V.Shahi and Mr.S.Prabhu both deserve World s best NALAYAK AWARDS , Mr. R.V.Shahi was director of Power Grid Corp. also for 3 years. Firstly MoP spent Rs.20,000/- crores more than required and now proposed Rs.17,600 crores on power grid to transmit energy to distant places.



(For over 20 years this petitioner has advised the Govt. against scandalous practices. 1% consultation charge will save $150 bn. In 10 years, $1.5 bn is merely a fraction of loot in power sector from just one or two bunglings)




1(d) Hydro Power installed Capacity in India increased by 7,000 MW in 10 years but even in normal monsoon year to normal monsoon year, generation has gone up by only 300 crores units (342 MW average) when investment could be well in excess of Rs.50,000 crores by Central Govt, State Govts. And Private Companies – GROSSEST FAILURE OR LOOT – UNDER RECORDING OF GENERATION TO SUPPLY UNBILLED ELECTRICITY. (7% capacity addition but only 0.6% generation of all India installed capacity / generation) (Copy D-1&2)




1(e) Apex Court may also take serious note of the fact that Web Sites of Pubic Organizations are so designed that common man cannot access them. 56 pages document of Power Grid Corp. takes 4.5 MB space, which a normal Internet connection may take over an 1 hour to down load. PSEB web site of about 20 pages has more than 15 folders. And format in most cases is difficult to copy due to Colour Back Ground and blinking display - printer versions are not provided. (More folders and big files mean more bills, more corruption.)



Even the electricity Bill passed by the Lok Sabha / Rajya Sabha is not available in detail on websites of MOP even today – This illustrates the dubious conduct of the Govt. and there is no public participation in lawmaking exercise in our democracy.




R.V.SHAHI S LOOT IN BSES




2(a) As population in BSES license area went up by 30% in 5 years since R.V.Shahi took over, connections were up by 23%, peak load, connected load, transmission lines, transformers capacity - all went up in 20% - 30% range but unit sold declined by 2% or over 30% fall in per capita consumption. (D-4,6) But still revenue from Electricity sold was up by 50% when electricity purchase cost was Rs.1.77 per unit (D-3) fixed since 1997 (MERC order 13/2002 page 4).



Obviously consumers were exploited RUTHLESSLY – more connections and stagnant sales means units shall be charged at lower slabs, therefore, consumers were virtually robbed every second of the day. But Suresh Prabhu awarded Mr.R.V. Shahi – the master thug – Best Power Man of the Millennium Award . (D-7)



2(b) Energy sales by BSES in 2000-01 were 5415 MU but own generation was 3621 MU. Now cost of energy purchased was Rs.1005 crores and rate of purchased discovered in MERC order 13/2002 was Rs.1.77 therefore units purchased were 5678 MU. Available units = 5678 + 3621say 9300 MU. (D- 3,4&5). (More evidence in petition to the P.M. dt. 30-3-2003 enclosed.)




Losses– 42% (3885/9300) + BSES made profit of Rs. 547 crores.




2(c) When electricity billed was 5415 MU and losses @11% - input required was



6100 MU i.e. BSES SWINDLED= 3200 MU @ Rs.4/-



= Rs.1280 crores + Rs.547 crores profit.

GOONDA LICENCE TO BSES / AWARD TO THUGS



2(d) While chief thug Mr. R.V.Shahi was awarded The Best Power man Of The Millennium even MEGA acts of robbery and loot by MoP executives are referred to as VIGILANCE ACTIVITY / DISCIPLINARY CASES . (Annual Report, Mop. Chapter 13 – Cases are referred to UPSC, instead of CBI.)




BSES, even without Goonda Licence, to intrude into homes of consumers, in Mumbai, conducted 15,344 raids in 2000-01 i.e. over 50 raids per working day or 45 raids per sq.km. of licenced area in Mr. R.V.Shahi s last year with B.S.E.S. and detected only 2.9 crore units of theft as per BSES calculations which are based on maximum estimates – less than 0.3%, actual may be 1 crores units or less than 0.1% (1 crore units out of 930 crore units). (This also explains why he is Nalayak and Master Thug)




Loot of Rs.1827 crores / year does not even fall under Vigilance Activity --- CBI, EOW, SEBI, CAG, STATE POLICE, PARLIAMENT S COMMITTEES, I.T., M.O.F., STATE ASSEMBLY, PRESS, CHAMBERS OF INDUSTRY ARE YET TO WAKE UP– EVEN AFTER MY COMPLAINTS OF 30 MARCH 2003 AND EARLIER.





DOUBLE CHARGING FIXED COST




2(d). In Order 7 / 2000, MERC allowed MSEB to charge STANDBY charges to TEC who transferred a part of it to BSES. It was Accounting Scandal – Double Charging Fixed Cost – when BSES purchased electricity worth of Rs.1,005 crores from TEC at Rs.1.77 --- fuel cost in MSEB plants, as per its filings, is only Rs.0.83 per unit, (Rs.1.08 paise for BSES units) – fixed cost was already BUILT INTO Rs.1.77 per unitMERC allowed standby charge of Rs.112 crores – on examination standby charge is also fixed cost. As given in para 1(a) NTPC fixed cost + variable is Rs.0.94 / units, TEC rate was almost double and on top of that Fixed cost was again charged as stand by cost .





SHARE HOLDERS 2%, STAFF 4%


2(e) BSES paid only 2% of its turnover as dividend to shareholders and 4% of the turnover as wages in 2000-01 i.e. Rs.61 crores and Rs.110 crores approx. excluding wages of executives respectively.

(3) PSEB – Even in Punjab which is the most intensely cultivated and irrigate state in the world connected load of tubewells is only 20% presently whereas only marginal increase in area under Tubewell Irrigation was recorded since 1988 – as per enclosed Annexure A when tubewell load was 1,728 MW against 3,329 MW today which could have been under 1,000 MW but for the sabotage of energy saving project to manufacture high efficiency pumpsets, by Mr.S.K. Anand (Member) PSEB in 1991, tubewell load could have been only 6% of 16,088 MW gross connected load.

Rs 20 CRORES LOOT BY A CHIEF ENGINEER ( PSEB)



(5) Vigilance party in Punjab unearthed undeclared wealth from a Chief Engineer of PSEB of over Rs.20 crores on May 28/29,2003. He has properties in 8 cities, each could be worth crores. RV Shahi directed 15,344 raids resulted in detection of 2.9 crore units loss in 2000-01 as per BSES calculation on max. estimates basis but actual could be 1.0 crore unit only. Which when purchased from Tata Electric Power would cost BSES only Rs.1.77 crores as losses in 12 months from 100 lakh consumers. But loot of C.E. is 10 Times annual BSES loss.



ELECTRIC SUBSIDY; Rs.30,000 CRORES = 60 MT. FOODGRAIN



(6). As per MoP document, subsidy to Agriculture is charged at Rs.30,000 crores annualy. Since average price realized by farmers is Rs.500crores /M.T., therefore 30% i.e. 60 MT of farm produce is accounted for subsidy out of say 200 MT national production. But when we consider only 15% of area cultivated is irrigated by tubewells in India, I concluded that the cost of electricity charged to tubewell head exceed income from food production from tubewell irrigated area.



But matter doesn t end here; electricity is supplied for only 5 or 6 hours in a day during peak season. For 150 days in a year, either there is no crop to be irrigated or irrigation is not required. We cannot ignore investment on operation and maintenance of tubewells, which is also substantial. So the figures RV Shahi led MoP. cook up, are 5 to 10 times more than actual or desired. Obviously to continue loot & plunder they will not improve efficiency of tubewells, which as per calculations given in annexure A shall bring down connected load of tubewells in Punjab to 6% from 20%. Energy conservation is also the function of MoP. Tubewells should not be consuming more than 5% electricity on all India basis.

(7) RV Shahi s misconduct is further established by the fact that Consumer Activists , Farmers and Top Professionals were all kept out of decision-making exercise and denied excess to vital documents.



After more than 10 months of persistent effort this petitioner was invited to DERC hearing of June17, 2003 essentially because hon ble Lt. Governor and hon ble CM directed my objections to DERC. But DERC has maliciously barred us from securing copies of the proposals of Discoms. (D-8)



NALAYAK V.K.SOOD- FORGED BILLING COTINUES IN DELHI



(8). It is a national shame that BSES, baby of RV Shahi continue to send forged bills in the heart of national capital within sight of our Parliament, Apex Judiciary, MoP, CERC, CEA and DERC. VK Sood as head of DERC participated in seminars and exhibitions where demonstration was given of On the spot billing . But in any case deficient service of Discoms was encouraged by his neglect when GERC Chairman hon ble Justice S.D. Dave gave firm directions to AEC to attend to consumer complaints immediately. There can be no justification of allowing BSES, in the heart of the national capital, to EXPLOIT CONSUMERS AND TO CONTINUE WITH CORRUPT PRACTICES.



REFORMS ARE NOTHING BUT LEGALISED LOOT AND ACKNOWLEDGEMENT OF GOI FAILURE TO NAIL CORRUPT.



REMEDY;



(a) CAG, CBI, MERC and CERC may be directed to investigate accounting frauds, and overcharging by BSES in MUMBAI and DISCOMS IN Delhi.



(b) CAG, CBI, DERC, and CERC may investigate overcharging


Consumers in West Bengal.



(c) CBI may investigate corruption in the appointment of incompetent/ thug Mr. RV Shahi who helped BSES to loot & plunder in Delhi also.



(d) CAG, CBI, Punjab Vigilance and CERC may investigate loot in Punjab.



(e) CBI to investigate all cases of corruption from Executive Engineer and above ranks to ensure conviction of corrupt officers (thugs).

PSEB LOOT (1998-99 TO 2001-02)



1. When all over India, loot and plunder by arhityas, stock brokers, lottery agents, plantation companies, UTI, Cooperative Bank scams, sattas, middlemen, have combined to FREEZE ECONOMIC GROWTH which is indicated by BSE index, stagnant food production - even in progressive Punjab, support price was marginal and Punjab s procurement agencies paid only a fraction of the MSP price. Industry in Punjab was almost stagnant and in fully electrified Punjab – Consumption against General connections zoomed 37% in just 3 years when connected load was up by only 9.5%.



Even in Most Intensively Irrigated Punjab, presently connected load of tubewells is 20%, almost same area is being irrigated by 60% more tubewells than in 1988 when no. of tubewells were 5,20,915 with 1728 MW load to 3229 MW end 2002 for 850632 nos. tubewells.

2. In 1989-90 onwards for almost 2 years, I tried to improve Tubewell Efficiency but S.K.Anand (Member) sabotaged my innovative project. Efficient tubewells could have reduced load to 1,000 MW level against 3,229 MW presently– 2,229 MW of extra tubewell load is due to Sabotage of S.K Anand who is rewarded / promoted.



3. Honourable C.M. – Please note most of new connections were given to farmers who, due to family split, needed independent connections to irrigate already irrigated land. There must have been some new areas brought under irrigation but equal irrigated area went out of irrigation to farm houses, industry, roads and other activities.

4. Few Nalayak and thugs could wreck the economy – Mr.Shahi indulged in Rs.1820 crores annual loot in Mumbai alone. Sabotage of S.K.Anand cost Punjab, in just one case, Rs.7500 crores directly and Rs.20,000/- crores (approx.) indirectly when money saved could DOUBLE investment on productive activities to generate income/jobs.
